so the final solution for this problem that others are facing is:
try with other network access (like other network operator like reliance, voda etc with which this is possible) ---> once downloading starts ---> pause downloading ---> switch to wifi/internet connection that you wre previously using---> resume download.
Note: since we have bypassed the stage of the checking of the url of the site that was being stopped by the boradband operators as per GOI instructions.]
