Administrative reforms in India have been a
long-drawn-out process, and recommendations on having a fixed tenure
system for bureaucrats have been repeatedly made since before
Independence. The legislature now needs to take notice since the Supreme
Court has stepped in on this issue. Its
order of 31 October 2013 is a
signifi cant step on the long journey to bring about much-needed change
in the personnel management of the Indian executive.
