GOAL
The goal is to develop three Adarsh Grams by March 2019, of which one would be achieved by 2016.
Thereafter, five such Adarsh Grams (one per year) will be selected and developed by 2024.
OBJECTIVES OF SAANJHI
- To trigger processes which lead to the holistic development of the identified Gram Panchayats
- To substantially improve the standard of living and quality of life for all sections of the population, through
- Improved basic amenities
- Higher productivity
- Enhanced human development
- Reduced disparities
- Access to rights and entitlements
- Wider social mobilization
- Enriched social capital
To generate models of local level development and effective local governance which can motivate and inspire neighboring Gram Panchayats to learn and adapt.To nurture the identified Adarsh Grams as schools of local development to train other Gram Panchayats.
APPROACH
To achieve these objectives, SAGY would be guided by the following approach
- Leveraging the leadership, capacity, commitment and energy of the Members of Parliament (MP) to develop model Gram Panchayats
- Engaging with and mobilizing the community for participatory local level development.
- Converging different government programmes and private and voluntary initiatives to achieve comprehensive development in tune with people’s aspirations and local potential.
- Building partnerships with voluntary organizations, co-operatives and academic and research institutions.
- Focusing on outcomes and sustainability.

- The Members of Parliament (MPs) are the pivots, this Scheme will run on. Gram Panchayat would be the basic unit for development.
- The MPs will engage with the community, facilitate the Village Development Plan and mobilize the necessary resources. The Development Plan will place a special emphasis on enabling every poor household to come out of poverty. Prior to the plan formulation, there will be a systematic environment creation and social mobilization, which will be led and guided by the MP himself/herself.
- The planning process in each village will be a participatory exercise coordinated by the District Collector. The MP will play an active facilitating role in this exercise.
- The MPs will also directly support activities at village level like health camps, organizing grievance redressal camps, community mobilization etc. They will give a direction to holistic development and our ingenuous villagers will pave their own path through their hard work and entrepreneurial skills.
